If I had to guess... If you want a choice removed, I would suggest not voting for the choices that you want removed.... just a thought

Either way works.  

If the thread is a "current" thread - being actively talked about - it's fine to put the request in the profile thread. 

The other thread is especially for old threads that no one is really talking about that player anymore but someone would like to put in a vote.  That way it doesn't bump that thread to the top just to request a poll option.

I thought that's why the other thread was created in the first place - because people didn't like the recruit threads getting bumped for all the poll choice requests.

Yes.  But if a thread is already bumped neat the top because people are still talking about him / he's interested in Nebraska, it's not that big of a deal (IMO).  

People really didn't like it when a guy wasn't really even considering Nebraska anymore and there hadn't been any activity in his thread for a couple months and then it would get bumped because someone wanted a new school added to the poll.

I think all requests should go in one place. Just good practice, especially the day before signing day. A lot of folks are checking in frequently.
