I think it's cerebral palsy.

When I searched for CP, it did come up with Congenital Prosopagnosia, which is faceblindness, which has played a role in the new episodes of Arrested Development.

Yeah, it's cerebral palsy. You gotta admire the guy's determination. A guy stuck with CP would have an incredibly tough life. Especially a 30 year old guy who should be in the prime of his life. When someone has CP their mind is perfectly fine, but the body just withers away. I've known a couple of people who died from it. It's really sad to see how others treat them, due to their limited speech abilities.

I have an uncle who has CP....a more severe form than Scott, who is shown in the video. My uncle is almost 50 years old and is still going strong. hehe
