A buddy of mine is getting a divorce and his wife wants it to be a partial divorce...WTH is a partial divorce. From what he is telling me, she wants to be able to go do whatever she wants and still have him provide for her and pay her child support while she still lives in the same house as him.

That's literally the dumbest thing I've ever heard. If I was your buddy I would file for divorce now, and tell her to go f#*k herself.
