I saw a headline saying this hurricane is expected to be “one of the biggest in the last century.”

What does this phrase mean to people? Does it mean past 100 years? Does it mean since 2020? If the latter, why not say “this century” ?

I think they would have said "this century" if they meant since 2000, and think it means in the last 100 years.
