Correct, this is the recruiting forum. He's not discussing recruiting, he's not discussing a single recruit in particular, he's copy pasting stupid BS on to LITERALLY EVERY THREAD.

And I did ignore him, but ignore apparently doesn't work on quoted posts. Could be a nice bug to fix for the developers behind HuskerBoard.
