I mean Harbaugh doesn't block, tackle, pass the football, or make receptions. There are actually talented and skilled players that do that.

Because it was sooooo out of left field and he hired a coach that most didn't think was "on the market" and a coach that by all accounts is one of the most respected in the game.

We could pay off everything if we wanted to. But why shell out the full amount at one time if you can do it over a few years. And i believe theres a clause in contract/termination if he gets job with FBS team the payment is decreased. We could easily pay a few coaches over a number of years if needed. Its not a money issue.
