It's likely the minimum standard to stay in high school is much lower than the standards needed to attend a university. For example, exam score. Trinity wouldn't care if he scored a 400 on his SATs. Which would be impressive, to be sure :-P in a different sense.

 
I'm kinda disappointed Norman didn't try to gut it out and keep trying to get in here. But Utah is a quality bird in the hand, I can see taking it.

 
if he struggles to finish high school, well college is the next level, where he will really struggle...we don't need to be like OU, which has less than a 50% graduation rate.

One point made in the articles about partial qualifiers (Big 12 allows like 2 across all sports, Big 10 has no restrictions, Nebraska has had 1 in ~10 years, etc.) is that they are pretty much setup for failure because of the comparatively stringent requirements the NCAA has for continuing to stay eligible. So not only do these kids not graduate, they can't even play.

Nice thing about the JUCO route is they end up with a 2 year degree at the very least and prove they can make it the class room.
