Mystery Image driving me crazy

The image above is a small thumbnail currently on CNN's website. Next to an article entitled "I was once a cop in Baltimore" but the article doesn't seem to have anything to do with that nor do I see any images even close to this thumbnail.

All I see is what looks like a disembodied head leaning back and laughing super imposed (poorly) on a silhouette. I feel like I'm failing a rorschach test or something. The more I look at it the more I"m at a loss. It's worse on the site itself because the thumbnail is even smaller.

It's probably something obvious and I"m making a fool of myself but this is confounding me enough that I"m willing to risk it.

Can anyone else shed light on this?

 
It isn't obvious and you shouldn't feel bad. It's an image of a person on the street amid the rioting in Baltimore over the past week. He's wearing a backwards cap, and what appears to be a mask which has been pulled down over his chin.
