Nebraska had it accessed on the kickoff after Quincy's TD. According to wikipedia "When it occurs after a scoring play, the 15 yards are assessed on the kickoff.'

You have the choice to either enforce the penalty on the conversion or the kickoff. Most choose the kickoff because most kickers aren't affected by the 15 yards.

Yeah, I'm looking at the rules and it says for the non-scoring team committing the foul, the scoring team has option. I can only assume if the scoring team commits the foul, the non-scoring team gets the option, then.
