NCAA to Enforce Knee Pad Rules

So, if I understand correctly, the knee pad rules have been in effect for quite some time, but just now they are going to enforce the rule.

My first response is "What the Heck!?" How many rules do they have that just aren't enforced? That seems really shoddy to me. If they are admitting they haven't enforced the rule prior to now, does that give any players who suffered knee injuries (due to not wearing pads) a right to legal recourse?

I don't like the NCAA as a governing body. Some days more than others.
