No tape on Papuchis fingers

If I remember correctly he hasn't done it since he's been here - first off because he wasn't DC, and second because I remember earlier last season he didn't have the tape, and went to it starting with (perhaps) the Wisconsin game?

Perhaps Compton or whoever he was signaling in calls to had poor eyesight. When I was a catcher in HS baseball, we had a pitcher who's eyes were so bad he couldn't see my fingers. I faked giving signals then either used and open hand or a fist to call the pitch.

 
Just because I haven't seen it specified in here yet...

The purpose of the tape is so that the players can see his fingers easier on sideline play calls and adjustments. Maybe they are just getting better with the calls where they don't need it. Who knows, who cares?
