69 - Bobby Newcombe to Matt Davison as Nebraska pours it on Northwestern in the 2000 Alamo Bowl
This might be stretching it but:

*Not replacing but included?

57 - Alex Henery's game-winning field goal against Colorado in 2008 - note: This is a one-time exception to the TD requirement.
Don't know about taking Henry off the list but:

57 - Ahman Green run for a TD on the first play of the game against Colorado in 1995 (top 10 matchup).

9 - Zac Taylor to Purify in the corner of the end zone to beat A&M at Kyle Field, 2006
Not sure on this one either but I'll throw it out there:

9 - Scott Frost run vs. Tennessee in the 1998 Orange Bowl to cap the game and send Osborne out with his third National Title (raises index finger in the end zone).

Another to submit for consideration:

6 - Steve Taylor run against #11 Florida State in 1986 to tie the game in the third quarter, one of four TDs Taylor accounted for that day in his first start and the first night game ever at Memorial Stadium.

I don't see anything for 28 (I might have missed it), Joe Ganz ran for a 28 yard touchdown against Colorado in 2007, sending Callahan out with style

Eric Crouch scored a 6-yard touchdown to open the 2000 season against San Jose State.

17 - Nate Swift's sweet catch in the endzone against Clemson in the 2008 Gator Bowl
Perhaps:

17 - Rex Burkhead diving for the pylon for the winning points in the biggest comeback in school history against Ohio State in 2011

37 - Kenny Bell directs traffic and weaves through the defense in a come-from-behind win against Northwestern in 2012

Edit: Kenny must like the number 37 (I'm partial myself):

37 - Kenny Bell skys to snag a one-handed grab against Illinois in 2013.
