He didn't hit him, he ran into his leg which was still in the air. Not a very good decision by Blatchford, but thank goodness there is a difference between running into the kicker and roughing the kicker.

I don't understand why you push the guy to the outside. Helu had alot of room on the outside to turn it up field for a big gain, but if Legate didn't push the guy to the outside and just kept him in front of him, maybe Helu would have had a better chance to get more yards.
