The NW player hit Martinez with his shoulder.  It still should have been a penalty though.  If that was a NU defender I guarantee you the refs would have thrown a flag.

The shoulder hit Martinez's shoulder and then bounced up, and he didn't leave his feet.  I dont think it was a targeting, late hit yes, targeting no.

Always go for it on 4th down on their side of 50 unless it's like a 22yrd attempt

I am not sure. He intentionally drove his shoulder into Martinez's head while Martinez was on the ground. In any case, the non-call cost us points. An additional 15 yards and the FG is good

The thing is, you’re factual wrong about what makes targeting. 

Targeting does not solely occur when players initiate helmet-to-helmet contact. It's defined as occurring when a player "takes aim at an opponent for purposes of attacking with forcible contact that goes beyond making a legal tackle or a legal block or playing the ball." Instances include, but are not limited to:

• Launch--a player leaving his feet to attack an opponent by an upward and forward thrust of the body to make forcible contact in the head or neck area.
  
• A crouch followed by an upward and forward thrust to attack with forcible contact at the head or neck area, even though one or both feet are still on the ground.
  
• Leading with helmet, shoulder forearm, fist, hand or elbow to attack with forcible contact at the head or neck area.
  
• Lowering the head before attacking by initiating forcible contact with the crown of his helmet.
