They haven't finished the facilities-upgrade. Pickens had the money in a bad investment.

My guess is that the facilities, the hype for '09, and a lot of hardcore "tell 'em what th ey want to hear and push for the commit" recruiting are coming together. Probably also help that they're getting a snowball-effect, talent is attracting more talent.
