To the bolded, I think that's pretty much the case with everyone.
There are marginal guys who can lose their spot in the class. It happened to Caleb Pyfrom last year.
But guys at this level have always been "take them and figure out the numbers later." And that's even more true now that scholarship limits don't mean anything close to what they used to.
In some cases it isn't though. Him being a local guy and a fan of Nebraska also makes this different. The reason I am even bringing this up is because I have seen many scenarios where a coach has to make the tough decision for a kid or light a fire underneath him to understand that it's a business. After so many visits and time, the question becomes, "do you truly know if you want to be here?" or simply "do you want to be here?" A lot of times that Q&A tells both what needs to happen. Regardless of answer, it doesn't mean we stop recruiting.
My read is that he's unsure of Nebraska because of the last 7 years but I am perplexed as to why USC or OU considering both are not good on D and heading to new conferences with a ton of question marks. (I live in LA so you don't have to use the sunshine and hot girls reason. I know.) So is it about relationships or wanting to leave the state? If it's about relationships, what are you waiting for? How many times do you need to see practice, your former teammates, DC, etc? But if you want to leave the state, that's fine and there's nothing wrong with that, but that comes with potentially being moved on from.
And for the scenario I laid out in the latter portion of the first paragraph, it happens the other way around every day in recruiting. Heck, some of our own players had to check the coaches and find out if they truly wanted them.
