Penn State lowered the buyout cost NFL teams would have to pay the school to hire coach Bill O'Brien away from the Nittany Lions, and there have been talks of reducing the fee even more, according to ESPN.

This is odd. Is it a revenue thing for Penn State? That's the only explanation I can think of.

Maybe they don't really like how things are going with him and want it to be easier for the NFL to pluck him up? Only reason I can think of...

 
60 million can take a bite out of anyone's budget. Maybe there are some legal issues involved that they don't want to litigate right now?
