At 1st, I thought it might be a home-made wing for more better traction..But there doesn't seem to be enough space for aerodynamics betwixt the shelf and the trunk.

Maybe it's based on the reverse bugshield theory..only used to shield uric acid from from pigeon poop ruining your paint job.
