I havent heard anything like that, but I dont know all the rules of the NCAA. I'm sure that teams regardless of their success get investigated at some point or another. It usually begins when something fishy gets leaked, i.e., rumors.

You are so right!!!! The kid is basically asking if it true that if you are a successful program the NCAA will take a hard look at your program because if you win consistently you must be cheating, at least that's how the idiots at the NCAA feel about it.

This young man's question needed no clarification, you just had to read it.
