While it may be true that a guy doesn't need to have a huge arm to be a successful WCO quarterback, saying the best have been small and not talented is certainly not true,

You're right, if Sam breaks his arm, Joe would start in that instance as well.

I think it'll be more of a QB battle come next year. With a potential of 4 qbs...Ganz Witt Lee and hopefully Gabbert.
