I could look this up myself, but I'm in the middle of a horrific brief and don't have the time. Here's my query:

I think I know the answer to this, but an AD can't communicate w/recruits, correct?

 
Correct. Well, let me qualify that a bit - an AD can, but only within the NCAA limitations for University Represenative. In other words, only under limited circumstances.

I'll try and dig up the NCAA by-law I once posted about that, and post the link to it here if I can find it.

Oh, and don't you just loooooooooooooove those involved briefs? Gak!

Here you go. The NCAA Division I By-Laws below refer to institutional staff members. By-law 13.1.3.4.1.1 names the AD as an “institutional staff member”. And if you go through all of Chapter 13, there are specific provisions that allow institutional staff members to have limited contact via telephone or visits to the student-athlete’s educational institution.

What’s interesting is that much of the contact is reserved to authorized institutional staff members. Those are individuals who have passed the NCAA test for recruiting.

So, long story short, there are limited occasions when the AD can have contact. But, to have the kind of contact that coaches usually have, the AD would have to undergo and pass the NCAA test. The problem there is that the NCAA limits the number of individuals who may conduct off-campus contacts per university. If you had the AD doing it, you’d lose a coach.

13.1.2 Permissible Recruiters.13.1.2.1 General Rule. All in-person, on- and off-campus recruiting contacts with a prospective student athlete or the prospective student-athlete’s relatives or legal guardian(s) shall be made only by authorized institutional staff members. Such contact, as well as correspondence and telephone calls, by representatives of an institution’s athletics interests is prohibited except as otherwise permitted in this section. 13.1.2.1.1 Off-Campus Recruiters. Violations of this bylaw shall be considered institutional violations per Constitution 2.8.1; however, such violations shall not affect the prospective student-athlete’s eligibility. b. Board of Governors/Regents. Recruiting contacts on or off campus between a member of the institution’s board of governors (or regents) and a prospective student-athlete are not permissible.
 
According to the guys on Sports Nightly, the school is allowed one phone call per week to a recruit. The said phone call can be made by the AD, but it must be documented and no one else for that said week can call the potential recruit.

Recruits can call the AD or HC or whoever as many times as they want during the week as long as they are the ones that initiated the contact. Just reporting what they said on the radio.

 
Any rules regarding phone tag? Say TO calls a recruit, but has to leave a message. The recruit calls back, but TO is out, so then TO has to call back. It's technically two calls by TO within a week.

Since TO had been a coach isn't likely he already passed the test?

You'd lose a coach? Only a certain number of university contacts?

So if we lost a coach or two, the AD and Assistant AD could recruit until a new coach is hired?
