I actually don't think we will want him signing a NLI with us as it would count towards our over-signing limit of 3. If your "unofficial commit" means that he doesn't sign but elects to go to IWCC with the understanding he will have a committable offer in a year or 2 - I agree with you.

If he doesn't qualify out of HS, he would need to go to a Juco for at least 2 years and graduate from said Juco.

Official visits you have to have taken the ACT/SAT...I don't know if you have to have your scores back or not.  Someone else might know.
