Taunting should always be penalized and also Unsportsmanlike conduct. In some cases I think career or game suspensions are necessary to the player(s) capable of severe acts of either. The severity of there actions should dictate the punishment to themselves along with a 15 yard penalty on the extra point attempt or kickoff, which I would be ok with the other team deciding where the penalty will be inflicted. Under no circumstance should a score be removed from the scoreboard if the penalty occurs afterwards.
Excessive Celebration only makes sense to me if you allow a certain amount of time to celebrate in the first place, 20 sec. ie. Any celebration done on the field beyond that time will be considered as excessive or taunting and will get flagged as such. Any actions directed at the opposing team or fans during celebration is taunting!
