I think the key there is the volume of water it dropped. They didn't have a tremendous amount of wind damage (it didn't get above Cat 1, did it?), but the flooding was devastating.
The issue, as I saw some weather guy describing it, has been that it collided with the jet stream that was pulling a bunch of cold air from Canada down, so instead of going back out to see, the jet stream pulled it more inland and north.

Some areas didn't get the rain and flooding, just several feet of snow...

To KRC, it has the potential, depends on how much infrastructural damage was done in NYC. Completely flooded subway systems are not good news.
