I feel like I've seen more dabbing in the NFL and running in place in college ranks.

Running in place in the NFL is against the negotiated agreement limiting the amount of physical activity during the season.

That explains it then, but with the relaxed punishment on marijuana in college these days, I'm surprised dabbing isn't more prominent in the college ranks.

Obviously this referee was so unfit that he was unable to physically lift his arms above his head which is truly a job requirement and the thoughtful Husker player was only doing his part to assist the disabled offcial in performing his assigned tasks thus enabling him to retain his job and do it successfully. Carter clearly deserves a good citizenship award or perhaps bonus bucks as part of his cash stipend under his scholarship.
