Yes, you can't hang the Kansas TB outbreak on a Presidential administration.
TB is still the most deadly virus in the world, but was almost totally eradicated by aggressive and vigilant public health management in the U.S. for the last 100 years. So outbreaks like the recent one in Kansas happen, but they're still rare and worth monitoring.
The only way you can finger point on a TB outbreak — like other recent outbreaks of measles, mpox, and whooping cough — is if there are campaigns of misinformation to undermine faith in the public health system, discourage vaccinations, and mock and defund the experts. I don't know if one party does this more than the other, but maybe you can look into it.
