I agree with you. But, I see that called all the time that way in both highschool and college.  The defender will basically be set and the offensive player runs into them, at it's a foul on the defender.

I’ve recently learned about primary and secondary defenders, which has helped my understanding a little bit more, but it doesn’t explain discrepancies in calls. 

 
I bet I’m the only one in Virginia Beach with the ocean 100 yards away in 32 degree weather that asked for husker women’s basketball be turned on the tv in the bar.
