It doesn't specify in the article so I'm going to assume that is a hand time. Laser he wouldn't run under a 4.3 I would think. 4.22 is the fastest time ever recorded at an NFL combine.

Grant was extremely explosive. Don't know about an actual 4.1 as that was also a hand time but he is really fast
