A woodpecker attacked the wood she was carrying and as she tried to protect her wood the woodpecker pecked her to dead. Possibly rabid?

The women is from a country where it is againist the law to drop wood and pick it up in a public setting... So a government official killed her for doing so using her own piece of wood.

Or

This riddle is too damn hard and keeps causing me to punch my roommate in the face... so the women had to die cause she is annoying the crap out of me...

Hint: The piece of wood she dropped is about a foot long, give or take an inches and is perfectly round. It has a very specific purpose, once you figure out the purpose you will have the first part of the riddle.
