Yes, I would guess someone from the lower level with multiple years to play. He could come up to the FBS level and develop....then hopefully find a starting spot next year.

I understand this is the new norm in college football but to have over 180 qb's in the transfer portal is crazy. (Reported there are 188 qb's but I don't know if that is the actual number) It seems like with that many most won't ever play or see the field.
