Why such a huge discrepancy?...

As for the other conferences: SEC had 5, B12 4 (including TCU), ACC 3, PAC 3. Boise State is the only MWC member, and has been in I-A since 1996, so three years fewer than the other schools.

Never realized the huge disparity in 2011 of Oregon and Alabama's losses to LSU. Complete bullish@t that #3 Oregon drops ten spots to #13 and #2 Alabama drops one spot after losses.
