It's basically a coach who is allowed early and unrestricted access to recruits because his title is not listed as an official coach. The legislature was a big part of Baylor being forced into original Big 12 formation. Influential alums in govt. made that happen. They do things differently down here, take the whole "if you ain't cheating, you ain't trying" thing to higher(lower) levels. The energy thing struck me as kind of overboard.
