A couple questions/comments:

1. Are you sure you have the Wifi bridged and not shared? Sharing the connection usually results in a slower connection speed.

2. Have you tried putting the static IP address in DMZ mode to see if that helps the connection? DMZ (De-militarized zone) basically puts that device outside the of the router and opens it completely up to the Internet (no need to port forward). Note that DMZ mode is somewhat unsafe as the router is no longer providing a firewall to that device. I'd use this mode as a test to see if it helps.
