Afraid your oral surgeon is telling tales. There is no federal law or agency that prohibits returning extracted teeth to the person from whom they were extracted. It is possible that a state may have some regulations that prohibit it, but it's unlikely. You might want to take a look at these links:

You can also Google this and find a number of states that have issued formal notices, opinions or guidance stating that it's perfectly legal to return extracted teeth either from their websites or through news investigations (e.g., this story from Arizona)

 

If you want to have some fun, return to your oral surgeon and tell him or her that you want to write to your Senator and Representative to complain about the "law" that prohibits returning extracted teeth. Tell him that you'll be sure to name him in the letter as an example of oral surgeons or dentists that have to follow a ridiculous law. Then, ask the oral surgeon to name the federal and state agencies that are enforcing this "heinous" law. While you're at it, you can first contact your state's dental and medical board, and its Department of Health or Infectious Disease Control (or whatever their called in your state).

 

I'm betting your oral surgeon will be unable to name the agencies, since they don't exist.
