Its a known fact that its easier to pitch in the NL than the AL so if anything, the transition should be easier. But I really do think Garza will come around, he is equivalent to a healthy Rich Harden
I would agree that pitching in a new league would be easier than hitting, especially going from the AL to NL. But some people put too much pressure on themselves to succeed from the start with there new team that they struggle in the beginning.
