Happy with the Ad

A man went to a TV station and bought one minute’s worth of advertising time. He handed a videocassette to the station manager and learned to the second exactly when his one-minute tape would be on the station. Just before the scheduled time, the man turned on his TV set, tuned in to the correct channel and waited. At exactly the time for ad, a test pattern came on. The sound, an intense pure tone, did not change for a full minute. The picture stayed the same too. Then the man, pleased, turned off his TV set. Explain.

The man was a individual who worked for the emergency broadcasting unit. The tape he handed to the TV station was a way for him to run a test of there emergency system. The ad itself would be a standard emergency signal that all stations used. The reason for the exact time would be so that guy would know for sure that the system worked and he could go back to any other duties that he may have to be doing.

Was the add the test pattern or part of the test pattern?

Bought time in a different time zone?

Maybe the ad came on right after the test pattern. It did not say that he turned off the TV exactly after the test pattern.

He is blind so he has to tune into the correct channel?
