I think the lush green fairways and greens will be easy to replicate in November. They can overseed the course and get it green. Plus, Augusta National shuts down and goes dormant in mid-to-late April, so it will staying "green" can occur if the weather stays warm in Georgia through November.
Regarding the flowers, I heard on a podcast that the azaleas they are famous for actually bloom twice, once in the spring and once in the fall, so there may be a decent amount of flowers around the course. Plus, as you mentioned Augusta National will go to great measures to have the course look immaculate for the nation.
