White House press secretary Tony Snow told reporters that Bush would have the procedure at his Camp David, Md., mountaintop retreat. They don't seem to be able to get anything else done. If one takes a closer look, it is party loyalists and Republican filabusters that seem to be preventing anything from getting done.
