It's a nice gesture but I don't see it changing anything. I'm sure they'll find way to come up with other excuses. There were already a lot of "medical hardships" going on.

 

And it's still a bureaucratic system. Between attending class, grades, tutoring support, team rules, off-campus activities, etc a player can be cut for violating any of these things. If a school wants to cut a player, they will be able to find an off-field reason without too much effort. I think this scholarship change is the right thing to do but this could end up hurting those athletes cut if schools do continue oversigning...
