As a gun owner, you know how the system works now. If you go to a dealer, you fill out a form and they call into a federal number and get the transaction cleared.
So, let's say you and I are hunting buddies and you are looking for a double barrel shot gun and I happen to have one I don't use any more and want to sell it to you. Simple.....$900 and it's yours because we are good friends.
How is a back ground check handled? Is it illegal for me to sell this gun to you because I'm not a licensed dealer? Do I need to go to a licensed dealer to complete the transaction?
