I assumed (perhaps incorrectly) that Voldemort knew where Harry was. But Voldemort knew, just like Dumbledore, that Harry was protected when located there. In fact, Voldemort may have surmised that there was no way in hell Dumbledore would leave him at that house if there wasn't some kind of protection there.

Well, the "how it should have started" version would have just been Voldemort throwing baby Harry out of a window.
