If you define it as underperforming for really no good reason, then it wouldn't be fair to lump Trev into that group. LP is one of the all-time busts, so much talent, so little brain. Trev also later freely admitted he was a bust and shouldn't have been drafted at that spot. However the only reason he makes this list is the argument between Kiper and the Colts guy. Forget that his talent was overrated thanks to Nebraska's offensive line and scheme. Phillips' history of domestic violence in college should have kept him from being drafted, let alone becoming a first-round pick. Now he's a scar on the league that exposes what some franchises will overlook for talent. His pro career amounted to four years split between three franchises with trouble at every stop. In October, he was found guilty of seven counts of assault with a deadly weapon after trying to run down three teenagers with his car.
