      What is the difference, exactly?  From how Nebraska is right now compared to a state that is "shut down"

      @teachercd So I may butcher this a bit but I think its primary function is to give teeth to local authorities in their attempts to curb mass movements. Right now, because we don't have a stay at home order in Nebraska, people can still technically leave their houses to go do whatever. A stay at home order is an actual order mandating people to not leave their homes unless its for very specific necessities i.e. grocery shopping or seeking medical attention.

       

      In Michigan for example, violating their stay at home order could technically result in up to $1,000 in civil penalties IIRC. Could people still break the order? Sure. And it'd be tough to prove they're not following the rule in some cases. But it at least gives local authorities some manner of punishment/control over people who don't want to do what's being asked.
