They are predicting the Huskers having 3 total losses prior to bowl season;

Ohio State, Minnesota and then in the B1G championship game against Michigan.

I would argue that while some Husker fans may have the right to hold the delusional title, I think a majority of the Husker fans are well grounded but have high hopes for a return of respect, in CFB.

Well, I would argue that being a post 1990's Husker fan is like Charlie Brown trying to kick that football. Every year we think this is the year that we finally do it. But every year it ends up like...

I'd guess that it's a combination of the improvement coupled with recruiting - I haven't checked, but I seem to recall that they've had Top 10 classes the last couple of years. Those kids will be stepping into starting roles this year, most likely.
