      I was always under the impression that the EF scale took into account wind speeds and destructive forces generated....not width or radius of the twister....

      The EF scale is completely based on damage caused by the tornado. Here's a decent chart giving more details if you're interested. The wind speeds are essentially estimates of what it would take to cause the corresponding damage. http://www.srh.noaa.gov/images/ohx/EF-Ratings.png
