Get a siren that sounds like the police. Play it every once in awhile close enough for them to hear. Always make sure they never see you. They'll get freaked out and move into the basement.
Just go talk to them. Most will understand (and probably feel embarrassed) and be thankful you didn't call the cops. If they are a$$hole$ or keep doing it, call the cops (if its illegal were you live )
