I think Pai & the FCC were originally in favor of blocking state-level changes to reinstate Net Neutrality at the state level, arguing states don't have that authority. Kennedy was pretty surprising, considering he wrote a bill to try to tank healthcare. Maine really came through (King & Collins) along with Murkowski. Link to comment
