      The difference between Trump's failed promises and every other President's failed promises, IMO, is that his are founded on a radical reshaping of America against non-white people groups (at least in part - he galvanized a group of people that came out of the southern/rural woodwork), and his promises were all centered around getting them angry and riled up instead of hopeful and encouraged.
