This is a puff opinion piece. It is an advertisement to pass HR1. The terms"may, could, might" supposition doesn't make it so.

 

Not saying both parties won't try to get away with as much as possible however.

After reading the article and bio of the author, I believe @DevoHusker to be correct all around.

I am glad they are getting kudos. Kind of makes the clamor about GA a bit overblown...
