Maybe a campus police officer should escort him to all of his classes.

I find it pretty ludicrous that that threat of future violence isn't enough to at least have this guy investigated.

Valid point @knapplc. Hopefully it means they are pressuring those who can do something about it.

I find it hard to believe that the University doesn't have some code of conduct provision they can enforce. It very well may not prevent him from acting on campus even if he is expelled but at least they would've done everything in their power to try to prevent a tragedy.
